Tower base specs typically show what size rebar and the number of
horizontal and vertical pieces. It's just a box made to those specs.
Generally it'll state spacing which is the spec you're looking for.

Rebar # is in reference to 1/8 inch. For instance, #4 rebar is 1/2 inch
(4/8); #6 is 3/4" (6/8); etc. Technically there are different grades of rebar
but I think that any rebar you can find will be adequate for your tower base
as long as it's the right size.

The safest thing to do is to build the cage on the ground and lower it
into the hole. If it's a medium to big hole, the cage will be *heavy* so you
may need a backhoe or something to lower it into the hole.

You just need some baling wire or tie wire to hook everything together.
Your local hardware store will have some.

What kind of tower are you putting up? What are the base specs?

Cheers, Steve K7LXC
