Hmm, not very good advice. The purpose of the rebar is to hold the
concrete together. If it sticks out into the air or the soil, it WILL rust
and the rust will migrate along the whole piece of rebar. Eventually all
there will be is totally rusted-out rebar which gives no strength to the
concrete and the concrete will probably start cracking resulting in
structural problems.
His method wouldn't pass ANY inspection these days.
