 That product is "Scotchkote" and is designed to go over vinyl
electrical tape to seal the edges and prevent weathering.
 A method we used in the Coast Guard to weatherproof
connectors was to wrap the connection with a layer of self
vulcanizing tape followed by a layer of vinyl tape followed
by a liberal coating of Scotchkote. The big advantage over
products such as Coax-Seal is that the wrapping can be slit
with a sharp knife and peeled away easily leaving pristine
looking connectors that are easily uncoupled for testing, etc.
