Maybe I was a bit flippant, Pete.  You're absolutely right, it is the law,
and I had done the calculations in both locations, on all my antennas,
though I haven't renewed my license since the rule went into effect.  The
dipole, 15 feet over my head, should be safe in an uncontrolled environment
beyond 2.83 ft., according to the calculator.  So, I doubt the fellow who
asked would have a problem, either, but he should check.
