1. I had 135v coming into my house after it was built. I had the power
company come out and they changed the taps on my transformer. Problem
solved
2. As for the voltages, I don't believe the amount you are looking at
amounts to much, until maybe you have nearby lightning induced surges. I
believe electric codes require tower and tower grounds to be tied into
your power grounds. Also, it is a good idea to ground the shield of all
feedlines at the top of the tower and at the exit point from the tower,
or at least at the entrance to the building. This will go a long way
toward reducing the possible damaging effects of lightning.
