I would be a little suspicious of any existing foundation. But there are
several ways to "skin this cat"
How big was the dish? How does its wind load compare to your tower wind load.
If they are comparable, then it MIGHT work. If the dish wind load is smaller,
then I would be very careful.
Best thing is to dig around the edges. Then use a sharpened 3/8 to 1/2 inch rod
to probe to determine the size of the block you have and compare it to a
standard anchor. Probe in at an angle from several places and you can get a
pretty good idea of the depth and shape. A bucket of water in a started hole
will let you work a probe in a long way.
IF the foundation is substantial enough, you fasten your guy wires to bottom of
the post.
If you want to fasten them to the top of the post, then you better get local
engineer to take a look at the situation.
If the foundation is not usable by itself, and enginner could advise you on how
to add a buried anchor behind the post to increase its load capability.
