What was the orientation of the antenna for VSWR testing?   Resting that 
antenna with the reflector on the ground and pointing the
antenna straight-up is perfectly adaquate for testing purposes, although not as 
ideal as a free-space measurement.  With the
TA-33-JR's direct feed, there's not much that can go wrong.  Since the antenna 
is 1:1 on 20-meters, I suspect the four driven
element insulators are fine.  It would be worth inspecting the driven element 
traps for signs of excessive heat or some form of
contamination.  In the early '70s, this happened to me when I ran 500-watts 
into this antenna, melted the traps, and an upgrade to
the Mosley "MP" driven element was warranted.  While you're at it, ensure that 
the moisture drip holes are all pointing downward on
all six traps.
