Alan,
I would say YES, unless you are out in the woods where nobody will 
notice the tower, and your town has a history of laissez-faire for things 
like this.

I asked that same question before putting up my tower. I even asked 
one of the township supervisors (who is ham-friendly and has a ham 
neighbor). He told me, off the record, just go put it up. If nobody 
complains, no big deal. Guess what? Someone complained, hired a 
lwayer, and started up a petition in the neighborhood (which nobody 
else signed!). A cease and desist order arrived Monday (tower went up 
over the weekend).

Bottom line, I had to go to a township meeting/hearing with my lawyer 
(thank you again, Alan W3BV, league volunteer counsel), and it took 
several hours of back and forth at the meeting to get it approved. Then, 
I had to apologize for not getting a permit and pay a fine. They could 
have made me take it down and start over, if they wanted to really bust 
my b....

If you think getting a permit will not be a problem, do it.
