Almost true.. the IBC 2000 is the next generation of
building code.. It is a cooperative effort of the 3
major code organizations ICBO(UBC),SBC and BOCA to
develop 1 code for the entire US. Unfortunately it has
not been adopted by very many states and local
jurisdictions. So now you have even more codes in effect
and the one used in the jurisdicition where you want a
permit is the one you use. All you guys that don't need
permits are even more lucky now.
Actually there is and update to the IBC 2000 which is
supposedly due out in 2003...
You are right that the codes, whichever one, are minimum
life-safety standards and any jurisdiction can add or
modify as they desire. Acutally local jurisdictions can
adopt a different code than that adopted by the State in
which they reside. Or they can choose not to adopt any.
