Sure - cut off the bad portion and re-pot the end.
I'm not sure what "stressed" Phillystran means or what a "compromised"
jacket would be. The PVC jacket is for abrasion and UV resistance so as long as
the inner strands aren't damaged, I wouldn't worry too much about it. Taping
over the bad spots will give you the protection you need.
