David,
Send her a letter explaining what is happening, you need letters for proof.
Phone calls do not cut it. The letter should state that you run a clean
station, it's more than likely an
overload due to signal (don't use RF, she won't understand it) being picked up
on the speaker wires, and that you would be happy to resolve it for her if she
would let you and that you have
solve other neighbors problems. Be nice, helpful and send the letter. The
next time she complains, you may want to send her the FCC pamphlet on RFI.
This way if she goes to the FCC and
you get questioned by the them, you can show them the letter/letters to show
you're trying to solve the problem. In the mean time, make sure your low pass
filter is in-line, grounds are
good, and make sure your station IS clean. Sometimes you just can't please
someone, but if you've made a good try, the FCC will tell her the same thing
you did instead of taking you to
task first. Also, keep handy the FCC rules about you being federally licensed
and the FCC has jurisdiction in all cases. This is in case the unreasonable
neighbor calls the police for
your "disturbances." Put all this in one file and keep it handy. Usually the
police do not know how to handle this sort of complaint and if you show the
head officer the FCC regs where
it's not in his jurisdiction, he'll be happy because he really didn't have any
guidelines to proceed and would have to wing it. He'll probably smile and
return to the neighbor and tell be
that she needs to contact the FCC.
