The tilt base on my LM-470 tower uses a Fulton K1550 winch. When
tilting the tower over, the winch seems to move with great difficulty in
the counter clockwise position despite the weight of the tower pulling
on it. In fact, it feels as though something is binding. Is it likely
that the brake pads need replacement? Please advise.
