I believe at below half a wavelength, the performance of a fullsize antenna 
should outperform a reduced size antenna at the same height but be inferior 
to the fullsize antenna at a half wavelength above ground, or more.  You can 
do amazing things with low, but fullsize, antennas -- better than nothing at 
all certainly -- but it'll still work better at a half wavelength high, or
