Ted:
At 24-48 hours it may be OK to bolt the tower to the concrete base,
but don't crank up the tower to its raised position. The concrete takes a
while to cure to its ultimate strength. The last time this question was
asked here, most of the responses advised waiting 2-4 weeks before you load
the concrete with anything beyond dead weight like a lilted-over tower.

Check with your concrete company and get their advice - I had 4000 psi
delivered and poured, and the company recommended 24 hours to cure
sufficiently - I waited 48 to be safe. No problems.
