so... it's President Bush you need to be writing to.
Based on many years inside the process, some more studying it,
and some teaching about it I would suggest it is not "or" but
"and".
Contact the White House, your Congressmen, the ARRL, and
anyone you know who was active in the election process on
behalf of the President and/or your Congressmen.
Their contact information is readily available via Google
and other search engines.
Influence is about "volume", the volume of mail, E-mails,
phone calls, and expressions of concern from the powerful
on behalf of an issue that makes an impact.
You can count on massive volumes of pressure from industry --
ClearChannel and others to appoint a weak-knee'd Chairman
so they can sell trash, from the BPL industry to appoint
a technologically ignorant Chairman they can continue to
snow him/her, and other special interests like us to promote
our self-interest.
The President's advisors wil have to weigh competing interests
and attempt to find someone that balances them -- hopefully
they have learned from the Powell experience and will more
closely question the teachability and technological capacity
of the next appointee.
I'd like to see some of the silly restrictions on Amateur
Radio digital communications modified and some of the
missing protections against digital interference to voice
communications implemented, *more effort made to address
unreasonable restrictions against towers (see, I made it
list-relevant)*, and something done to encourage more
young people to become licensed and educated about
communications before we have to surrender that to other
nations along with so much else in technology!
