Ed and all,
Don't confuse an application on an aircraft where the object
having a potential difference is small (an airplane) and
well insulated from earth and flying through clouds to an
application where the object with opposite potential is
connected to the entire planet earth.
Like ground chains or straps on trucks or cars (where you
want a small vehicle at earth potential), there is some
merit to an aircraft application.
As the dragging chain or strap is from the vehicle to earth
is, so is the spine thing to the clouds around the airplane.
The idea you can take a tower connected to earth or even
anywhere near earth and make it and the cloud at the same
potential is just plain silly.
If you look, you'll never find any research that supports
those spiny balls. Manufacturers of those things had an
absolute fit when a national review panel said they were
useless.
