I suspect that the FAA, NASA, etc. who did the referenced study don't have 
a vested interest in manufacturing (or not) of lightning 
preventors.  Neither do the authors of the Mousa paper in the IEEE 
Transactions, nor the peer reviewers.  The manufacturers of the devices, on 
the other hand, do.

If you want atmospheric scientists, the paper by Uman and Rakov in BAMS 
(Dec 2002) should do you. The paper from Moore at the Langmuir Lab is 
another good one.
