There's a whole bunch of companies making devices that do this for servers,
etc.\
The real question is what sort of link do you want to use? Phone: X-10
telephone commander is inexpensive, and you can get both dry contact
closure modules and power switching modules.. The X10 module responds to
touchtones, so it could probably be hacked to use a radio link.
A company called Cyclades (http://www.cyclades.com/) makes an enormous
number of remote control widgets.. some ethernet controlled, some RS232,
some contact closure, etc.
There's a variety of solutions using dial up modems (finally, a use for
that old Hayes Smartmodem 300 you have stashed in the garage) feeding a
small standalone microcontroller.
