Not recommended........Eventually the rebar rusts, there is water intrusion, 
along the bar into the concrete and you wind up with a mass of flakey, 
oxidized rebar.  The result is a weaker block of concrete than if you left the 
rebar 
out of the concrete. 

Maybe this is not an issue other places, but it sure is in Florida.
