Rohn sells (or used to sell) Rohn 25 tiltover bases (just sold mine)
so according to Rohn it is (or was) OK
It is certainly the case that 25 won't handle the top load during
raising and lowering that 45 (what I switched to) will, such is
common sense, so you'd have to look at the beam load and stress
moments along the length of the 25.
Again, proper guys actually distribute the raising and lowering
stress across short (e.g. 30 foot) sections of the tower based
on the placement of the guys so that mitigates much of the potential
stress.
See if you can acquire a Rohn Catalog/Manual as all of the details
are contained therein.
