This is no different than any other tower zoning situation. The first job of 
the amateur [Applicant] is to fully research and understand the relevant law 
and how it has been applied from records on file with the city/town. Comments 
from the clerk behind the desk in the Building Department are not particularly 
interesting at this point. Any employee who intimates that one should build 
anything without a permit is doing the applicant and the jurisdiction a 
disservice.

1.  Own your own copy of the Zoning ByLaw and read it. Learn the local language 
regarding Districts, Structures, Buildings, Uses, etc. Find the parts that 
relate to you - often Secondary Uses in Non-Commercial or Residential Zoning 
Districts
2.  Request copies of all amateur tower permit applications that have been 
filed in recent years. That's Applications, not Granted Permits. You want to 
know how each has been dealt with and by whom.

The office that may have much of the information you need is the City Clerks 
office, not the Building Inspector.

No permanent tower installation should be done in a residential area without 
appropriate permits. Even a "By Right" tower installation should have a permit. 
As has been noted here before, this protects the owner and the jurisdiction in 
the event of many kinds of problems.
