I have posted four pictures of my Rohn 45 tiltover arm in need

After I straighten things, perhaps with rope tied to trees and
a few tugs of the van ...
My thought is to run two lengths of thick wall galvanized tubing
inside the two underside pipes and to secure them with stainless
screws.
The other thought is to slip a short length of thick wall tube
inside the broken section and secure it with stainless screws
and to then have the broken section welded over it.
Does that sound like an acceptable plan or are there preferred
recommendations, please?
