The Orange fiberglass balls you see on the lines are made by a company in
California, Missouri. I can't remember there name but they are a block east of
the square and they are used to prevent the lines from whipping in the wind. I
used to pick up freight there periodically.

I live in a rural farm/ranch area and I have power lines on the road about
250 feet from a 100 ft tower. Only once have I had any type of noise and
that was a bad insulator which I located and asked the power company to
fix...they did within 3 days. That may be one advantage of our power
company being a "co-op" which technically means I'm one of the owners
(though a very minority owner at best).
The only "noise" comes from ranchers' electric fences but we can usually DF
those and work with the offender to correct the problem. The "balls" you
refer to are usually reflectors used to warn pilots of aircraft of the
presence of wires they may not other wise notice---at least that's what they
are used for here in rural NE Oregon
