Mike, You need to be aware of your local code, with respect to tower height and setback. It may not be possible to go to 70'. You will be better off with 25G than what you presently have, regardless of height. Can you put the taller stick in the same place as the 40'? Perhaps use the same foundation? 4 way guying is perfectly acceptable. Use of screw-in anchors is not.
