  How about removing the baseboard where you want to run the strap at and just 
cut a slot the thickness of the saw blade and width of strap just above the 
bottom wall plate . Careful use of a saws-all or even a hand jab saw should do 
the trick. If you can saw all the way to the outside it would be the quickest 
method. You can caulk on inside and out to seal, Might be tricky to feed 
through but manageable. A thin slot such as this will be very easy to fill in 
and hide when you move. 
  Just an idea to file with the other ones.
