A quarter-wave vertical with radials is definitely unbalanced.  A  
half-wave, center fed vertical is balanced if it is sufficiently  
elevated (with the feed perpendicular).  Most are probably "semi- 
balanced", since the capacity to ground is different for the two  
halves and/or one half will be more tightly coupled to the feed line.
