I'm not sure "what the manufacturer" would say on that, but steps very 
similar to those on the utility pole in my front yard are available in 
bulk from a sporting goods outlet knowledgeable in deer hunting.

Folks that hunt from deer stands often use them on trees in their 
favorite hunting areas.  The better quality steps are probably better 
than those that were once used by the utilities.  The ones I used once 
used were sure better than those on the CP&L pole in my yard. Mine were 
  wider, heavier, longer, and flat on top too.  Steel shank boots are 
still advised for comfort. :)

"Cabelas" stocks them(both steps and boots).
