Hello Geoff,
It's called an Austin Ring transformer, used to isolate the AC mais that
power the tower lighting circuits from the Antenna RF current. Done by
providing a good AC coupling path, and not much capacitance between primary
and secondary which would shunt RF to ground and the AC mains.
Google "Austin Ring transformer" and you will get a lot of information.
