Yes, the Homing/Calibration procedure highly recommended but you did not
mention,
are there any other antennas near the steppir, metal roof sheds etc etc ?

Assuming U still have same problem after you do Homing/Calibration procedure
If you fully retract all but the driven element,  see what length works for
20 mtr band
That should give you a clue as to what may be going on....length should be
close to
what a 20 mtr wire horizontal dipole would use.
