I understand that this tells the balun ratio, but does it also indicate that
it is working properly? Other than tearing a balun apart, I've wondered how
to tell whether I'd killed one with high voltage or too much power.

Hook the 259b to the coax/unbalanced side, and hook a 50 ohm non-inductive
resistor across the balanced terminals. Read the impedance on the 259b and
that will tell you the transformation... if it reads 50 ohms its 1:1, if it
reads 25 ohms its 2:1, etc.
