Dan, N3OX is correct that a power rating on a balun
does not mean much.  I used to sell the Fritzel FD-4 Windom and I asked Mr. 
Fritzel (in Germany) about his ratings (he sold three 700W, 2K, and 5K).  He 
said he did it so he would not get questions.  I know the 700W version will 
take well over 1KW out as we tried it (with my Henry 2K).
