I had the same concerns so I studied the picture too. I think the cable
ties are attached only to the bottom section, then the cables run along the
standoff at the top of that section. They seem to be attached to the end of
each standoff arm in the sections above that.
I feel much better about my US Tower HDX-589 than I did the Hy-Gain HG-70HD
that I had previously. The US Tower is positive pull down, which is great
if you need to bring the tower down in the wind, as the Hy-Gain would bind
if there was much wind blowing. I stuck pipes or whatever through the
Hy-Gain if I had to climb it when it wasn't fully nested, but I will admit I
don't do that with the more robust US Tower. I only climb it when it's not
fully nested if I have to access the rotor, which would be impossible to
reach with all the sections around it if it were nested. The tower is
probably about 35' high that way.
I do have a full harness.

Photo op or not, if you notice he has cables ties all the way up the tower
and unless he can perform magic he had to climb the tower when cranked up to
do that.
I get nervous when mine is cranked down when I climb it, I always but angle
iron through each section.
