Solvent based stripper will make a very big mess of removing latex 
paint. 

However safe paint removers will remove the latex and probably not 
damage the galvanizing.  Follow the instruction on the remover very 
closely.  My suggestion is to use a lite coat and let it sit for about an 
hour remove it and then apply another and repeat the process until you 
have it where you want it.  

I used Multi-Strip to clean some painted tower sections.  It did a pretty 
good job.  But where the galvanizing had deteriorated it also remove it.  
Where this happened, I used Ospho to treat the rust and then primed 
with an oil base primer and painted with oil base paint.  

You might consider just putting a self tapping screw through the area 
that you want to attached the feedpoint.  Then use some cold 
galvanizing spray (Seymour comes to mind) to seal and protect that  
area.   

I have been in the architectural coating business for 23 years.  No I am 
not a chemist.  Every situation is different, therefore there is no imply 
or expressed warranty with this information, your success or failure 
may vary.  

You might look at NCJ this month, had a big article on maintaining 
PJ2, even using the best of materials still requires frequent 
maintenance.
