I'm not ever sure you would be able to remove one, especially if it is a little 
damaged by corrosion. My idea is to "just" add a new one by even the slightest 
suspicion that you have an inferior anchor supporting your tower. It is not 
that hard to install a new one.

I have limited knowledge on the subject to be sure, but wouldn't removing
an anchor for inspection/replacement leave disturbed soil, thereby
rendering the former anchor site unsuitable for properly holding a new
anchor?
