Your description seems vaguely reminiscent of a Wilson crank-up tower.  
I once owned a Wilson TT-45, a two section, 45' tower.  I no longer have 
any info on Wilson towers.  I'm guessing that yours is a TT-60 or 
something like that.  There may be some info on the Internet if you do a 
search.  A winch handle should be easily available from a hardware store 
or a boating equipment retailer.
