Relative to PRB-1, there is a very real issue here. What regs are they
applying and why? If they are applying commercial tower requirements to
your FCC protected amateur installation then yes, PRB-1 offers you some
protection. The town can't force you to comply with Commercial Regulations
just because they have not taken the time to write appropriate accessory
structure regs that accommodate ham towers. If they are naked, then that is
where PRB-1 DOES protect you. Ask the question - where does this
requirement come into play for a personal use accessory structure. You may
find that negotiation becomes quickly possible.
