Soil condition does not affect the pattern, but the gain of the horizontal
polarized antenna.

Wrong on one count -- soil does NOT affect the pattern or performance of 
horizontally polarized antennas. And the "best" part of this equation is 
the optimum vertical angle for propagation, which does, indeed, vary 
over time.
