Don't blow a section if you can't find stubs.
Find a local steel supplier and have him cut you some channel iron. He can
probably also drill holes for the bolts. Have him drill a third hole towards
the bottom to insert a longer bolt (to grip the concrete and to tie to rebar if
you're using).
The channel iron might be a bit of overkill, but you can then weld to it if you
switch to a different tower.
