Perhaps in some instances earth ground may hurt antenna performance but
what about when it is approximating the theoretical infinite dimension
conducting plane that generates the mirror image of the 1/4 wave
vertical radiator?

The purpose of an earth connection is LIGHTNING PROTECTION. It does
NOT make an antenna work better -- in fact, it HURTS antenna performance.
