Indeed..

Although I've not modeled it, I would think that it's the top layer of soil that really affects things.

Skin depth at 7m is about a meter or two (for 5mS-m conductivity) - that's like 1.5-3 dB/meter loss.

So any "reflection" from the interface between layers is attenuated substantially (and the reflection is unlikely to be 100%, anyway)

And, if you have sufficient rain/water/salt marsh to get your conductivity up in to the 50mS/m range, skin depth is a foot.
