To close the loop on this. I did work out a fairly consistent process to strip the centre conductor on RG 400 style cable while preventing it from expanding. I found if I cut the centre conductor to length with cable cutters (as opposed to my wire cutters) with the dielectric still attached, it was much less likely to expand. (Or if it is expanding a small amount, the current batch of connectors I have still fit the cable I am using (: ) I recall using a similar approach with Belden 9913F7 some time ago.
