Is this a new installation or pulling hardline through conduit that is
already buried?

I have done this many times, but always starting fresh with an open
trench. I lay out all of the cables as one bundle -- hardline, control
wires, etc.-- and put them next to the trench. Then I slide each PVC
section over the bundle, and glue them together with the cables inside. I
slide the sweeps, etc., down the entire cable length to where they go.
This is pretty tough work but it is quite straightforward. Be careful not
to "peel" the insulation for anything with the lead edge of the conduit.

When its all done I push the entire thing into the trench and bury it.

There is a pull rope in all of my conduit runs, but I doubt that it is
usable. I have never tried to pull anything through what is already buried.

This is a pretty big job but worth it if you want to provide some extra
protection to your precious stuff.
