And remember that inductors have parasitic capacitance and resistance, that resistors have parasitic inductance and capacitance, all of which depend strongly on their construction, and that the resistance of materials is not constant with frequency.

The most telling measurement is of a high value resistor equal to or greater than the highest Z of the choke you are trying to measure. And try resistors of different types to find those with the least variability and parasitic components.
