<I am in the process of reassembling an old F12 C3E, and noticed that 
<there were no washers with it.? Somewhere I think I recall reading that 
<when you use split lock washers, for example with U-bolts for attaching 
<elements to flat aluminum brackets, you should also use flat washers 
<between the split lock and the bracket.? True or false?

##  always use SS flatwashers  along with the  SS split ring lcokwashers...
otherwise the split ring lockwashers will chew up the flat al plates.   The oem
F12 U bolts are semi useless in most cases.  Mine all severely rusted.  Replaced
everything with new  SS  DXE  U bolts,  solid al saddlesm SS flatwashers,  SS
split ring lockwashers.  Used never seize goop  on the SS threads, end of 
problems.
SS  nylocks also works, then no need for SS split ring lockwashers,  nut you 
still require
SS flatwashers.
