I've always put the phasing stuff at the base of the tower and run equal lengths of LMR 400 to the antennas since deciding that trips up the tower to mess with the boxes wasn't worth getting some very small amount of gain from shorter lengths of coax. I assume anyone doing stacks is not going to cheap out and use crappy coax.
