My experience is that the ring is likely installed incorrectly.  I would try 
taking apart and re-assembling.

Good Afternoon,
    Anyone know the secret to getting a Tic Ringrotor not to bind or skip? 
Working on Model CX-16/22 for weeks and can't get the darn thing to rotate more 
than 40 degree's before it binds or the ring will not mesh in the motor?Always' 
too tight or too much play and the the gear wont mesh with the ring.
Frustrating.
