I now have the paper  which unfortunately at first glance appears to be missing the math that converts the "readings" from the OWL probe to conductance and dielectric constant that NEC wants plugged in.....

Unfortunately you have to"apply" for an account, And it asks (
unnecessarily IMO ) for a lot of personal info. I choked that down and
applied we will see if they let me in ...so far no reply

ARRL in its infinite wisdom of course does not show the math involved
in using this method to directly measure and calculate conductivity
and dielectric constant. I have "probes" and a decent VNA ( AIM4300)

HF Ground Measurements at the Lawrence Livermore National Laboratory
Field Site; /Applied Computational Electromagnetic's Society Journal
and News Letter, Vol. 3,Number 2, Fall 1988"

Any help appreciated with either a copy of the paper or a pointer to
where it might be downloaded. So far Google has not been my friend./
