I have a friend in the greater Cleveland Ohio area whose had 120ft of
Rohn 25G up for the last 35 years with KLM 4 element 40M beam at the top
with a big 10 meter Yagi stacked above it. The base of the tower is
literally right next to his attached garage. This doesn't mean it was
engineered properly in the strict sense, but it has stood the test of time.
I think using R25 is probably fine as long as you guy it conservatively.
However, getting rotators in and out of R25 can be a PITA. That in
itself is a good reason to go with something bigger if you can afford it.

and 3 el 40m KLM up for almost 30yrs on 100ft of Rohn 25 without trouble, yet
I'm sure that exceeds the recommended wind load.
