Wouldn't it be cool if every rover housed a beacon on a known frequency? Wouldn't it be cool if that beacon transmitted not only the rover's callsign, but also their 6-cypher grid? All you'd have to do is listen for it. When you heard it, you'd know that the Rover was in range, and where to point to work them. Now the trick: what frequency are they operating on right now? Wouldn't it be cool if they were always listening on the same frequency that their beacon was transmitting on? You could call them right there, and they'd reply! Wow! Such a tool would be "adopting a practice that encourages a rover to contact as many stations as possible".
