Check the FD rules, which specifically exempt the VHF bands from the 15
minute rule.
I've been the VHF op from a good 2A in OH for several of the past years
from a great location with good antennas on 50/144/432, and while 50 MHz
was fun the activity level on 144/432 was just depressing.
